Deploy is greyed out or refused

Why Deploy is unavailable or answers with a red toast, and how to clear each cause.

Updated

A deploy can be stopped at two points. The Deploy button is greyed out before you press it, or Cloud refuses the press and shows a red toast with one sentence. Both are below. For a deployment that started and then failed, see A deployment failed.

Deploy is greyed out

Deploy greyed out in a service's header while a deployment of it runs.

The button carries its reason as its label, which a screen reader reads out.
